On the other hand, once you have access to Santa Maria, the illegal trader there will fix your guns without qualifications. Since you won't actually find any clips for that M16 since much later, this is probably the better way to go.
A slightly cheaty option 3 is to turn off the 'Items sold to vendors disappear' option. Then sell the M16 to anyone, and it'll show up fully fixed, with a clip inserted, and would have lost its Shabby/Worn/Used qualifier. How much this costs depends on whether you have Easy Money turned on or off.
Its really easy to do, especialy if you got a car.
Just kill around 30 bandits and give away that guns to guerillas for free.
Actually i have hundreds of hours in this game (not only steam) but didnt know that there is a M16 :)
