it's advertised as a spin-off, but the story being told is canon and takes place after Infinite Wealth. So just like The Man Who Erased His Name, it's pretty much a main line game still.
The only true spin-offs are the Kurohyou games, Dead Souls, Judgment, Fist Of The North Star and RGG Online, since these are the only games telling a story independent/outside of the main storyline

They dropped the numbers in the west in general with 7, which released as Yakuza: Like A Dragon over here
Infinite Wealth doesn't have a number in the west either, but does have the 8 in Japan.
The Man Who Erased His Name also had 7 in it's Japanese title and I'm pretty sure this game has the 8 too in the jp name (since it's a side story to 8/Infinite Wealth)

edit: Yes, it does have the eight in the japanese title. They also dropped the "Gaiden" in the english title for some reason
