except ishin {mostly for confusion reasons/also not cannon} and yakuza 3 {this one actualy kinda sucks}
It has a dual protagonist thing between Majima (the star of this game) and a guy named Kiryu (the main star of most of the main series).
It essentially contains the "origin stories" for each guy, so that game will explain a lot of how Majima became the character you see in this game.
Just a brief warning that game starts with a couple chapters of Kiryu and then gets to Majima in Chapter 3 and flips back and forth between the two the rest of the game.

Yakuza 0 will be the best starting point, as so many others have said.
There's no doubt going to be references that you won't understand and relationships you won't appreciate if you haven't played the other games, imo.
I would say that if you don't want to play 8+ games before this game.............you might want to consider playing the last 2 or 3, especially since it takes place in Hawaii.
Play Yakuza: Like a Dragon (Y7)..........then Like a Dragon: Infinite Wealth. If you want, play Gaiden: The Man who erased his name in between those two games.
I think that would be the bare minimum that I could recommend playing before this game.
Still waiting for them to localize Yakuza Kenzan 😒
All in all, here are some of the gaming references I see in Pirate Yakuza:
Devil May Cry / Bayonetta -- Obviously toned down but still hack 'n slash regarless
Dragon Force -- Commanding large armies and going to war over territory
The Sims & Cosmopolitan Virtual Makeover -- Customize your crew, decorate your ship, and thrive at sea while sporting the hottest looks!
I'm playing infinite wealth....
but it's just the last one....
As I did every title in the series exchept ishin...

Yakuza 0 and going on with every one after that (yakuza put your number, kiwami, like a dragon etc)
