In chapter 2 you can leave Honolulu with a maxed out Pirate Rank, with Lvl 2 Shark cannons or Lasers, and a crew of about 80 right off the bat.. and this is before you've even engaged in proper pirate battles.
The game's pacing is whack.
It was a little awkward a few times of the main story when Majima/Jason/Noah are stressing about 'Not being strong enough' to take on Mortimer when I had cleared out the Pirate Colosseum and done all the 4 cursed Instruments storyline by that point
The Amon ship fight was the best in the entire game, and the one that I actually died on at first. Wish there was more stuff like this which required full use of your manoeuvrability and repair/smoke bomb usages etc.
Crew tiers are never upgraded. The very specific crew that have Drink Links associated with them will have their level caps increased by 10 (or, for a support character, rank increased by one star) when you have completed all their Drink Links; and that's it.
