Majima doppelganger bug?

I just maxed out the skill for more doppelgangers but I only summon about 2, is this working as intended or is my game bugged?

They behave different idk, before the upgrades is search and destroy, after is copy and paste majima action

Look at your rings, the one that says that 2 of them copy your movements, try to unequip it and try again.

Yeah it was the ring, it also blocks you from using the special move too.
