I tried creating a guide about the gift sets and best locations, but I keep getting denied. So real quick tips. The gifts at Dean & Deluca give 1000 points each.So does the Royal Tea Lift Gift which you can buy at Libertea. Most gifts give 500. The Aloha beer is worst at just 300. Some crew like a particular flower bouquets and get 700 points from them. All five flower bouquets are sold at Melia's Leis and Flowers in chinatown.

What I ended up doing is starting at Libertea, went south to get the Sushi Ori, ran north to grab flowers at Melia's, taxied to Dean and Deluca, then returned to the ship and spam gifted the crew, one by one, to max their levels. Cost a bit of time and money, but once done, I made a chart of all their powers and selected a good crew. If I ever figure out why I'm being denied to guide making, I'll post my charts.
