You can play Poker and Blackjack in Madlantis outside the bar. There is a gambling hall with Asian gambling games in Honolulu in the Little Japan neighborhood. There may be more in the Madlantis hotel, but I haven't unlocked that area yet.

The game only has limit poker so the bet sizes are always a fixed amount. You can't change them. You can only choose between the $1k min-buy table (by the exploding barrel baseball thing) and the $10k min-buy table (hotel?).

All Yakuza games with poker are ring games. There has never been no limit afaik. There might be in Y7 since you're not dealing with money, but I just can't remember. In Y0, Kiwami 1, and Yakuza 5, there are pineapple and omaha variants and I'm pretty sure there are limits in those as well.
