More likely they are using copyrighted music which is pretty normal and not something they can turn off (other than not using that music).
What would be nice though is a "streamer mode" in the options which automatically turns off copyrighted music, i feel like thats a pretty basic QoL features games should have these days given a large part of advertising is via streamers.
You can avoid most licensed music in game by either turning off the music entirely, or by avoiding the specific parts of the game that play it (eg Don Quijote in all Yakuza games will get a claim on YT, playing any of the Karaoke games that are using licensed music, the disco in Yakuza 0, and the opening and ending to the game.)
But let's be honest, if you're streaming ANY game you know has licensed music, you should be turning the music off completely due to the nature of licensed music. It would be nice if the developers just jumped on the "Streamer mode" bandwagon, but this would likely lead to intentional censorship of more than just the music to comply with a "T" rating rather than a "M" rating that YT and Twitch can show advertising on. Careful what you ask for.
If you don't want to do it, find a different hobby.
