Edit: You might not recognize them at first but one of those darts is a fork
I just found the 'Wind Darts' for $5500 sold by a merchant wheeling his cart at the south end of Lantern Street which is quite far north-west of Hawaii. Not even ten steps away from the 'drop-off only' taxi marker on the map.
Like I said he is wheeling his cart. He is actually moving albeit at a snails pace. I have made no effort to see if he goes any significant distance away from that spot. (Edit: I also saw him at the top of the same street later)
The Wind Darts were one of the best if not THE best in Infinite Wealth and The Man Who Erased his name, graded SSS just like the Legend darts. They were the same price in Infinite Wealth, which is $500 more than the Legend darts costed in that game.
I can't find much information confirming whether Wind darts are actually better than Legend darts.
