This def needs a fix.
It has to be an issue with the game itself because you can't even fix it with ReShade. I tried multiple HDR "lighting fix" mods, adjusting the levels, etc. but nothing fixed the core issue, whether I have HDR enabled or not. It's awful!
Definitely noticed some low polygon models in the first ship battle scene. There was a point where it was a dialogue close up of somebody and the ship’s wheel looked like it came out of a PS2 game.

It's like I'm on the damn sun. Something is definitely wrong here. No Framegen on, no HDR on.
So you need to have like 3-5 different presets to toggle on and off in those scene changes.
Had this same problem with Starfield, but modders have fixed it with LUT mods where every scene/time of day is carefully edited so when it occurs, the LUT mod will take effect.
I bet this also happens in the development process where they monitor each scene and change the lighting accordingly to make it look good. But in this case, maybe they ran out of time or rushed, so they just released what they have to the public without finishing the edits to probably reach deadline.
