is it common for dragon engine games to have texture pop in?
I only played judgement and dont remember.

no its not common, i noticed as well. (judgement has this issue for example but you must be a paranoid to notice it)

other RGG games may have this but its so well optimized on how textures and shaders load that you usually dont see any pop up.
Do you mean a draw distance/level of detail like pop up or textures popping higher rez versions when cutscenes occure with the camera changing angles frequently. I haven't experienced any texture rez ups, yet.

This isn't a Dragon Engine game, though. Since The Man Who Erased His Name, RGG has switched entirely to using Unreal.

This is a Dragon Engine game. Ishin is the only game in the series that is an Unreal Engine game.

i experience LOD changes and im on a SSD? on opening island i noticed getting closer trees would finally fully become high level closer i got.
