I don't think PYiH is a spiritual successor to AC4, but I do think it's bonkers enough to get me interested in a Yakuza/Like a Dragon game for the first time ever. From what I've seen of the prior games and from this game so far, I don't think PYiH even really a successor in the franchise but more of a franchise-adjacent game. That'll probably upset some "hard core" fans of the older games who've seen the franchise slide slowly into more craziness while this game looks like it does a cannonball off the deep end. ...and I'm totally here for it.
Craziness is a part of Yakuza DNA. Even Judgments cant escape it, if you scratch deep enough.
And Majima are the most tragic protagonist in the series. Even Kazuma have better results in raising his family. Majima have nothing to lose, except smile.
Not really sure what you mean saying this game isn't a successor in the franchise, honestly gameplay wise a majority of them are just the same games with slight improvements (although after LaD 7 they've clearly gotten a bit less realistic/more fantasy) and this doesn't change much here aside from more swords less fist. This really is *just* another Yakuza game, I'm excited for it and all but it's nothing too fancy or new.
