While I cant outright dismiss the OP's dismay, it's perfectly reasonable, I would remind longtime Persona fans that having a separate alt outfit version of a character circumvents a big complaint that's been present in the Persona series since Persona 3:
If your favorite character has a poor element and it would be unreasonable to add them to your party, having an alternate version of them now gives you an excuse to bring them (safely) once more.
Example - Puppet is currently stuck as a Navigator. Eventually when her Summer Puppet version releases, we'll actually be able to add her to the party proper. A privilege that previous Navis have not typically been able to enjoy. So while yes, it sucks in some ways, they're at least taking advantage of the benefits that it offers too.
