This is possible, but a lot more in-depth and requires jailbreak.

Is it possible to do this the other way around? I had Steam first, and I just got this off of Google Play because it is free this week. I'd like my data on Android.

hi i'm trying to transfer my saving but when i type java -jar abe.jar unpack backup.ab backup.tar

I figured, and I really don't want to do that yet to my new tablet. Oh well! It's a great game, so I'll just start over. Thanks!

This is a little complicated. You do not need root to do this.

Extract the file you have downloaded to somewhere.
On your android device, open Settings and scroll all the way down to About Phone (or tablet).
Find the place where it says Build Number. Tap on that until it says near the bottom of the screen "You are now a developer!"
Next, plug in your phone (or tablet) to your computer with a USB cable.
Go into the folder that you extracted the files to, press and hold the Shift key and right click.
In the menu that pops up, press "Open command window here".
Once you have the command prompt open, type adb devices. You should see a device there.
Now, type in the command prompt, adb backup com.ninjakiwi.bloonstd5.
On your phone, it will ask you for a password. Set it to whatever you want and press "Back up my data".
After a few seconds, go back to your computer.
If you don't already have Java installed, do it now.
Copy the files local_policy.jar and US_export_policy.jar into C:\Program Files (x86)\Java\jre1.8.0_[numbers]\lib\security for 32 bit java or C:\Program Files\Java\jre1.8.0_[numbers]\lib\security for 64 bit java.
In that command prompt window, type "java -jar abe.jar unpack backup.ab backup.tar [password you set].
Install 7-Zip or WinRAR if you have not already.
If it went without errors, there now should be a file called backup.tar. Open that file. Inside there, to to apps, com.ninjakiwi.bloonstd5, f, and stop there.
Open a new file explorer window and go to C:\Program Files (x86)\Steam\userdata\[bunch of numbers]\306020\local\Data\Docs.
Drag the files CloudSave, events.data, OldProfile.save, OldTestProfile, Profile.save, and TestProfile in 7-zip or Winrar to that explorer window you just opened up. If it asks you to replace, say yes.
NOTE: THIS WILL DESTROY YOUR STEAM SAVE AND REPLACE IT WITH YOUR MOBILE ONE!
After you have copied all of those files over, open Bloons TD 5. You should have your mobile save on Steam now.

Did it also work for Android emulators like NoxAppPlayer so i mstn't root my phone and i can use a rooted app player.

To anyone who's having issues, try this before contacting me:
https://sourceforge.net/projects/adbextractor/files/latest/download download this, go into the zip file and go to android-backup-toolkit/android-backup-extractor/android-backup-extractor-[datecode]-bin, replace the old abe.jar with the new one you just downloaded
