Make sure drivers up to date ? other than that i cant think whats up.
1- Could you post the error message ?
2- You can try to reinstall manually each required 5 redistributables (DirectX, VC2010 x86+x64, VC2013 x86+x64). They are located by default there : C:\Program Files (x86)\Steam\SteamApps\common\Blue Estate\_CommonRedist
3- Could you check and post the log info of BEGame.exe in the Event Viewer of Windows ? (Control Panel -> Administrative Tools -> Event Viewer)
4- Do you have any "custom" connected hardware ? (like Kinect, Razer Hydra, ...)
5- Could you run another Unreal Engine3 game ?
I love to see that some dev do this kind of things.
