1st, did you skip the DX [web] and older redistributable during the game's first time setup..?
2nd, does you main-board contain integrated intel graphics? it may be that the game is using this instead, in which case - use nividia control panel and/or geforce to update/refresh to latest [beta] drivers and deinstall the 3d vision stuff if you don't use it.
3rd, try restricting FPS to 45-60.
Since it's a relatively small game, I'd remove it and reinstall and make sure that first time setup completes and reinstall graphics drivers - the latest win10 creator's update (I mean creating bug update) has caused some issues that need ironing out.
last, If software/game uses than about 3.5gb vram, the card kicks into low mode - you can disable this in control panel by forcing 2d draw (fixes many older games and software, eg, ARMA2 fps draw issues).
Sounds to me more like a driver issue or the main-board card is being used, rather than the 970. Disable SLI if you use it in this instance. Might help.
If update doesn't work, you can try rolling back drivers to 382.
If not - blame windows.
