and try to run it. If you cant find any new drivers or it does not go higher than openGL 3.2 the odds are low to get it running on this laptop.
also there must be some bug in the program you used, or your os is fake you appently installed win7 in the 1970's :)
It's way to weak for this game.
Btw., afaik is just OpenGL 2.1 supported by Intel HD Graphics of your cpu.

It did not list open GL 3.2 as a minimum requirement yet it seems that this is the case? Mine supports 3.1
1st Gen (Intel HD Graphics): OpenGL 2.1
2nd Gen (Intel HD Graphics 2000, 3000): OpenGL 3.1
3rd Gen (Intel HD Graphics 2500, 4000): OpenGL 4
4th Gen (Intel HD Graphics 4200, 4400, 4600, 5000, Intel Iris 5100, 5200): OpenGL 4

The developers mentioned, that Train-Fever requires (at least in it's current state) OpenGL 3.2: http://www.train-fever.com/forums/topic/most-common-issues/
If they're using geometryshader as new OpenGL feature, OpenGL 3.1 wouldn't be enough - because this was implemented with OpenGL 3.2: http://en.wikipedia.org/wiki/OpenGL_Shading_Language
