But for me the best approach should be to first make profit on cargo trains to support your passenger lines.
Also it doesn't say how many train... maybe just one profitable cargo line until 2000 is enough.
It can be enough with an industry producing 24 units a year on a line with a frequency of 12 mins.
Tried a couple of things some fouled some did OK one scenario I tried which I’m happy with myself is I hooked 2 Iron Ore plants and 2 Coal plants and a Steel Mill (now at this stage they weren't making any money at all) in game time this scenario takes 16 months roundtrip game time the train itself costs me 1.4 million a year to run without the 22 carriages behind it so roughly cost me just under 4 million each 16 months but brings in a return of $11,000,000, so that in account I'm actually making 7 million dollars per trip. The other scenario that I'd have made the oil tanker takes six weeks roundtrip and brings me three million dollars. I hooked up 2 oil fields and also a refinery in both these scenarios was not anything in the beginning.
So in one game I got my transport tycoon, train fever, badges or achievements depending on how you look at it. But this has worked for me it may not work for everybody I’m trying to do the same practices in the hard game to get the transport tycoon hard but no matter what I do I fell at it.

7-8 carriages in each train and off you go. Within 4-5 years you are making at least 5 million profit per year. Then double up your main line, put signals only where your loop used to be, half way and nothing else. This keeps the spacing for the trains correct.
Then keep expanding your main line first to each 7-8 cities, maybe even more. Always add 2 trains for each city you connect to it. Then keep expanding with this same principle, new main lines, branches etc.
Needs a large map, but you'll end up with around 3 to 4 billions in cash before 2000. And no freight trains or buses are needed. Just make sure that your town can develop on both sides of your stations and that there are bridges, level crossings or tunnels close to your station entrance from the other side to minimize the walking distance. Build roads which lead towards your station.
If somebody disagrees with this, by all means. But this is the way i did it, as you can check it from my achievements.
1. Start a new easy game, starting year 1950.
2. build one passenger line between the two biggest cities, don't take a loan.
3. Once you are sure the line makes a profit, set game speed to max.
4. Then you go mow the lawn, have a coffee, alt-tab to browse the internet, etc.
5. Just check back in once in a while to add an extra wagon or replace the train.
That's it. The achievement will unlock, including the penny pincher achievement. Took the game about 3 hours to reach the year 2k. This way you can spend time AFK and you're valueable gametime to spend on real achievements ;-)
