Spoilers: At Grand Geode, doing the SAY event where you talk to the Commodore rewards you with "Memoirs: A Sun-Stroke". After, a new option appears to purchase an Element of Dawn at the cost of Memoirs, x7 crew, x1 Vital Intelligence, and x50 Supplies.

You can still get Vital Intel from your spy networks, and combining Strategic Intel from various sources.

By the way, if the Admiral is gone, it's still possible to acquire missions and turn in Port Reports if you lower your Admiralty's favour below 3.

Yes. Rare success while gathering intel for a port report at Gaider's Mourn, listening to the emissary from the Khanate in the Fathomking's Hold, and in the course of a few storylines..

No...I didn`t know how to get the Diplomat until after the Admiral was gone :/

First, you didn't raise Anarchists at all, did you? If so, the following definitely won't work. (I'm not sure it will work anyway, but still.)

Here's what I suggest you try. Get three Strategic Informations using one of the other sources mentioned here. Make two of them into one Vital Intelligence. Making a few more VIs or some Moves in the Great Game from the Canal is also a good idea. Just make sure you have one extra Strategic Information. Now, in London, visit the Dry Dock. Trade your favours for fuel, until you get favour down to about 5. Then buy repairs using your Admiralty's favour (ship must be damaged. It's a full repair for 25 echoes, so the more damaged the better.)

Go back to London and visit the Admiralty's Office. Show them your Strategic Information, and they *might* send you in to meet the Admiral. If that works, give him your Vital Intelligence. That will unlock the Diplomat, from whom you can acquire agents. If you have any more VI or Moves, give them to the Admiral. That should get you some more Favour to spend on Agents at the Diplomat.

If that doesn't work, then ... well all you needed was the VI wasn't it? You already had one in the first step.

I have Supremacy: The Anarchists on 10...so that won`t work...(but I didn`t get the legacy item boke of sharpes for that either...don`t know why, maybe bug).
And the other sources are completely random so it is possible I need a looong time for that. Not to mention I have a Port Report from Gaider`s Mourn, so I can`t do it a second time because I can`t give it to somebody.

The Shepherd Isles source isn't random, just semi-expensive. Well, it could give you a Revelatory Chart too, but I think it's about a 50/50 chance.

How did you get Anarchists to 10? Vienna? Probably Vienna, as I think the other option locks you out of London entirely. Strange, though, because that should have given you the Boke of Sharpes.

Yes, through Vienna. But I was wrong, I have gotten the book. Just found it in my Hold. Must have overseen the information.
And right before I got 1 strategic information in Fathomkings Hold...was camping outside until the right time...

Folks on the dev forum picked up on this thread, and have confirmed that supremacy is not required for the dialog options to lead to a trade offer being available. I've also confirmed it with a fresh captain.
