It means you need to complete a certain task in london. the merchant venturer needs you to do more work for him

I've had a captain pass through the gates. There is a certain character in London who has an idea on how to open it, and you can even go through with him, if you have a particular item.

When you open it you can either go through the gate with the venturer (and thus ending the game, rewarding you with 25+ stat points, for your next captain, in some stat i cant remember now). Or you can stay and keep playing.

Note as I found out with my last captain, you need ONE SEARING ENIGMA to go with the venturer beyond the horizon. Otherwise you end up all dressed up with nowhere to go like I did expecting my voyage to end there.
Boy that was frustrating. Almost never need those things, then suddenly you need one just to complete the story fully.
