The Zee-Captain is already half-way there; a goodly part of any Captain's career will see them serving as a Courier for London, bringing word from faraway to the court of the Bazaar. Much like the Traveller. And, there also seems to be no-way for either Courier to return from whence they came - they must Resign themself to the 'Neath, or the fufillment of their own Ambitions.
And if Fallen London has taught us anything, knowing The Name of a Being is a terrible power; those higher up in the Chain seem to subsume/warp those who seek to learn such things. Just look at those who Seek Mr Eaten.
Regardless, it is strongly implied ONLY the Traveller is capable of returning from a voyage East - all others fail, and are doomed to be there.

Insane and unlikely random mindfart
It is also possible that the Zee-Captain was *ALWAYS* The Messenger - their journey to the East brings them to the Judgements, who make Them the Courier of Their Message to the Bazaar.
And because time is rather wonky in the 'Neath, they send the Messenger back (in time) to deliever The Message. Which has some rather unforeseen consequences. Namely the Bazaar falling in Love with the Sun.
