[edit] Don't bother with port reports to cycle days. Shore leave cycles it without the risk of losing stats. You just have to spend a minute "at sea" with your engines at zero for SAY to refresh, and then dock again.
Every time you use market option, Days +5. But you want days between 1 and 4. (I think). So if you're on 15, you skip right ahead to 5.
So check your Days, and if it's 5, 10, or 15, use shore leave or port report for Days +1.
Then use markets to cycle.
can it even set the IRD to 1-4?
