You do realize a ship can carry more than one? Even in the smallest ship, 10 firkins, 4000 net profit.

I think you meant "income", not profit. Profit would subtract fuel, supply, and terror-countering costs.
I stand corrected. Economics nomenclature is not my forte.
For what it's worth, I don't think I ever spent money on terror reduction, unless in a dire situation. Even then, it's easier to just shoot at something.
