Worse, you can't even buy Coffee in Khan's Heart if your suspicion is over 9. You have to make multiple trips from the southern coast. As such, the fact Drowning Pearls don't take up cargo space makes them even better.
* 7 Scintillack (worth 490 echoes in London**) => 30 Drowning Pearls, so 1 pearl "costs" you 16 echoes
** You can, of course, do much better than London's prices, but this requires lots more zailing around, and you seem to dislike that for some reason. You can get 1400 echoes per 7 Scintillack with a little SAE grinding at Varchas before selling in London, more if you have surplus secrets and are willing to do several runs between London and Venderbight, though this last option is not actually better unless your Pages is still uncapped. That still only brings the cost of each round of pearl gifting up to 690 echoes, far less than it costs you to use coffee.
Fair enough but where are the fuel and supply costs in this equation saying it's less expensive then only mentioning the coffee perls, Scintillack doen't support anything how do you know fuel and supplys wont boost the cost of it up 1200 just like the coffee it's only 500 echoes more and you have no idea of the OP's map layout.
Also take in to account the OP might not have an uncovered chart making it more expensive to zail around and find the ports he needs

What makes you think I dislike zailing around based on the fact I like the shortest route to my current goal. Assumptions are the bane of existence .

Supplies: 0 echoes * as many as you need = 0 echoes
Fuel: 9 echoes * 56 units = 504 echoes
In other words, unless he uses more than 112 units of fuel for every set of 7 scintillack delivered to Fathomking's hold, there's no way coffee will be cheaper. (Or he buys supplies rather than harvesting them from the College, I guess, but who would do that?)
In OP's case he can't even buy coffee from the Khans, so he already needs more fuel and supplies on top of the 1140 echoes for coffee from the Elder Continent.
There are actually two different identical-seeming events here. I think only one of them reduces suspicion when you turn him in.
Eh, it's a pity the College is so far outside your ideal route. Though, if you sided with those disgusting pigs, Pigmote would be just as good.
I do see your point but unless you have perfect placement of your islands you are not always able to visit the palces you are talking about and save echoes.
Only two places sell fuel at 9 echoes so using the lowest denominator is rubbish if they are not along or close to the route taken.
Again harvesting from the College is useful but not if it's not near the route your taking.
What happends when the colleges is not close and neither is cheap fuel.
It's not hard to get access to the nephrite quarter.
Of course none of this even takes in to account ship type, engine type, or amount of crew the OP has which all impact on consumption of fuel and supplies.
So lets just say you got the cheapest way.
And I got the fastest way.
Harvesting Drowning Pearls[sunlesssea.gamepedia.com] is the best economic option for Khan's Glory trade in for mercy (which again, you must choose as a separate option not simply trade them in and it lowers suspicion. This is due to you having the option of either allowing access or lowering suspicion there.) Fathomking trading is not the only way. Besides that, you also may:
Secondly, when asked for Strategic Info[sunlesssea.gamepedia.com], obtaining any new Strategic Info will allow an Admiralty new Strategic Info mission instead in London. So (using the Link to verify this if you wish,) going to the Fathomking's Hold and "Listen to a Khaganian Emissary" will net you 1 SI. Going back to London now will allow a new Admiralty mission.
(And of course, 2 SI=1 Vital Intelligence.)
Mt. Palmerston is basically always nextdoor to the Khanate, so... even if you buy it in London or the Carnelian Coast (DON'T buy it anywhere else!) you still get a lot of essentially free fuel from port reports and admiralty's favour. If anything I overestimated fuel costs.
Beachcombing (at the Mangrove College or Aestival), can also give a small amount of pearls, but not enough to be a serious choice. Basically, that's the option you pick only if you didn't get a shipwreck or Judgment's Egg (respectively, SAY 50-70 and supposedly 90-100, though I think it's actually 99-100 now).
I think taking wine and supplies to the Shepherd Isles is more reliable, though not exactly cheaper. You only have a 50% chance of getting one, but that's better than the 25% of getting the right option at the Fathomking.
