Terror not being reset to 50 in London.
The game tells me that every time I pull into London my terror gets reset to 50 and it does that for the most part. Every now and then however it decides that isn't going to happen. I can do multiple runs and have my terror not reset (thus wasting most of my cash to keep it manageable). Is there some sort of clock until I can come back that keeps extending as I go along or am I running into a bug?

Right now it only seems to reset when the Something Waiting at Port switch is on.

I'm looking for it but in the roughly hour of play time since I posted this comment it hasn't popped up once. I thought maybe I was looking in the wrong area.

You need to sail away from London for it to pop up. If you hang around London, or hop from port to port quickly, it won't. 3/4 of the way to Venderbright should do it, hugging the coast. Barring that, 1/2 way to Godfall.

Nothing can "wait for you at port" if you spend most of your time there.

Did 5 runs to Godfall and a run to Venderbright to Palmerson to Port Cecil and back to London. I was finally making money and getting my pages high on this character too. This happened with my last character and I just ended up sailing out to sea to kill him.

Yes, it is; it did sort of say on the Steam page, in no uncertain terms, that the game was not finished, and is therefore buggy. I'm not really sure what you were expecting.

This wasn't an alpha build. It was marketed as a "a late beta with a huge amount of story content, waiting on more content, balancing changes and final polish. You can complete the game right now, but there are more stories popping every week.". Which is the only reason I bought it.

Since launch on Steam, there have been two updates [one story one update that added the lampost thing and other fixes]. That was 2-3 weeks ago. Pretty good update schedule.

As it stands, the game is plenty playable, if lacking in content after 10~ hours or so. However, content is being released periodically. IIRC, there should be another patch later this week or early next.

I've actually liked the game so far, it's just that I've encountered this bug before and lost characters. Spent about 5 hours grinding last night only to have the same thing happen. I really want to play this game I do, I have twenty hours sunk into it so far. I'm just done until I know that it won't randomly become unplayable.

After leaving London, did you wait to return until you had the lampost lit? Then selected the appropriate option? [The one locked if you have over 51 terror] Should be the second option. Gives nightmares in exchange for reduction to 50.

I've tested this on several characters and it works consistently. A few folks have said they hit the same bug, but remained mum when asked if they returned after being away long enough.
