in that case, do Failbetter have any plans to collaborating with local (country)publishers in localizations then? like CDP(polish), 1c-cenega(russian\czech), paradox etc etc

They help indie devs to translate the games into russian. And I think they don't take money for it but they doing it out of altruism and to give credit to a good game.
Since your game is very heavy on context it would be a reasonable thing to translate it. Another imporatant point is that the russian community is numerous and interested in some dark games, but a lot of them have their problems with the english language.
I know it. That is why I wonder if there is anything new in this regard. I did not find a language other than English.
