How do you get a Port Report from....
....London? I've been unable to find out how, and I heard you can trade them to the Devils for Blue Scintilack.

It's complicated. Try hanging around the Iron Republic a lot.

Damn, alright. I've tried making the occasional stop by there but I wasn't sure if there was something I was missing.

You'll also need to have obtained access to the Brass Embassy by helping a certain Deviless from the North.

You can get a Port Report: London when your Iron Republic Days quality = 15. Progress your days count by visiting the shop. Your current days count can be viewed in the Journal tab. Note that the port report will cost you 1 iron.

I find the blue scintilack much easier to get from exploring the wispways, is that not an option here?

Much easier? It can take dozens of candles. I gave up last time after a dozen tries.
