Indeed, the quest has fairly harsh deadline, but there're also options of pacifying Mr. Sacks with money or minor stat losses. Given the rewards for the quest, I'd say it's worth it even if you lose something in the process. I think Mr. Sacks lets you know unequivocally that his task is urgent, so you really do have to beeline to the destination if you want to make it in time.
A very stupid and frustrating questline.
It's not, in fact, the only replacement, but without Zubmariner, the quest item (longbox) is, indeed, hard to come by. I think I used to farm SAYs near Venderbright... Or just farmed the pirate ships that spawned in that area to get it as a random drop from a cash of curiosities. I had enough time to do that, but the deadline was nearing its end.
Still, I think that the reward is worth it even if you have to sail to Irem. At least in the base game - Zubmariner makes every kind of item abundant, really.
