just found out that they randomly turned off servers and locked this content is there a way to do this after or as a achievement hunter is this just a refund and walk away situation?

Actually, you can still get that achievement via a mod which acts as an emulator for the server, and instead of uploading the character files, simply exports them.

do you happen to know where i could find it i've tried looking around for moders that possibly did this but came up empty

unlock it on SAM, devs turned servers off last October on all platforms without even telling anyone. Otherwise, there is no way to unlock it.
