Ice Cannon on top of roof

I am stumped on how to take out this ice cannon i tried along side the building and even on the mono rail as pictured but I dont have any clue on how to get close enough to destroy it

Walk around the building, there is an elevator on the opposite sind of the building.(use scanner and look for the green arrows going up)

Yeah I spent a while trying to find a subway track roof hopping method before realizing "Oh just take an elevator. huh"
