Joule's also boring as hell to play as but her stats are fairly solid so she has some uses.
Sure, he's a tank, but he just wasn't fun to play at all.
Hardtack - while I really like his mayhem intro, rest of the kit just feels lacking.. and his shotgun is either high dmg/low range, or low dmg/med range....

Daisy, I just dont like her personality, everyone else is OK but she is the worst.

With Rama I knew I wouldn't use here voluntarily right when her mission started.
But he really does feel like a collection of "We can't let X be TOO good! So make it mediocre".
Throw in the fact that perks on melee kills quickly drop of in value as difficulty scales. Where "almost dead" still means "Your melee left them with a tiiiiiny sliver of health"
I would probably like Joule more if her turret didn't take five hours to deploy. As the dificulty ramps up, that's such a huge liability.
I can't fault eventually being underwhelmed by Hardtack's hotgun's DPS and bad case of "Short range videogame shotguns" However as the game and dificulty progress, I've picked Hardtack back up just because he has the whole "My health regenerates quickly even if I'm in a fight" skill.
His melee won't finish off "I shot em in the face with my shotgun" enemies much for me anymore (so it's whole use is 360 spin and a helping of full health melee = stun tech). His ult is super slow and scaling means it may not even kill an omnibot if they don't simply walk away from the mines.
But holy **** does he deliver in giving you breathing room. You just have to remember his super fast health regen... doesn't work when he's not active. Switch to someone else and his health bar refilling to max in mere moments goes back to five hours to recharge.
I even switched back to his default harpoon because teleporting a sniper in front of your shotgun is now more valuable than trying to countersnipe with Rama only to watch them tank the headshot to the face and fire back without flinching half the time. etc.
Oddly enough I have a smoother time with Hardtack over Gat now. Because more ammo and more defenses= more dead things, while Gat is "I have 4-5 shotgun shells worth of "Headshot left them with a sliver of health. Now to glitch out my reload animation three times in a row because I can't afford to simply let a grenade hit Gat"
Gat is still great disclaimer: Use that 30% chance for disable option. Oh my god. Worth all the times Gat is the only one on your team dying constantly, when you just disable spam even bosses.
Simmilar reason why Daisy is so popular I guess. Her actual crowd clearing killing speed is bad compared to alternatives, her special is bad, but she is RELIABLE as hell so you can bank on that massive shield to give you breathing room while your other agents recover.
I really wanted to like Gat. I mean, who doesn't like good old friend? But he is literally a glass cannon in this game and the real problem is that he can't really stagger an enemy even with headshot(yeah, I know he can almost one shot troopers with headshot and his mighty SMG does stagger enemies but he can't move while using it).
I think that makes him more vulnerable since even the target will likely shoot back. So I usually bring him because he has good squad bonus and can use his cool Mayhem ability pretty often with certain build.
Hardtack may be boring because his ability has kinda long cooldown but I'm okay with that since I use it for debuff. I don't think he and his Mayhem ability is that bad. In fact, I find it really good at clearing the room. With core upgrade you can easily stack Fortify just by dashing so that's a way to be more tanky and his shotgun is powerful enough if you aim for the head.
I don't know about you guys but When I go with Hardtack I usually dash to an enemy, blow up the face and retreat with dash and repeat. And when I use his Mayhem ability I don't wait until I lay all of mines. I just repeat shoot-blow up process(more like keep smashing detonate button while shooting mines) until the big guy goes down or clear out enemies.
There are two pieces of LEGION Tech that can make Gat more dangerous/powerful than he already is. One gives him a Knockback effect and the other allows him to fire explosive rounds. This makes him handy during encounters with tougher enemies and turrets.
Where Gat is bad is group fights which is basically every encounter, because his rate of fire simply can't keep up with all the enemies moving around in so many different directions.
Well, getting him elite LEGION gear wasn't on the top of my to-do-list but got that yesterday. I think boom-boom rounds are cool and fine, but I find it not that good because I can't see where the head is...
That's fine, I mean I guess the thing you can say about the agents is that all of them are lacking in some area that makes no one of them a completely dominating character over all others.
Redcard.. his rifle mode is reliable.. thats it.
Joule.. damn I like her whole setup.. but in this game.. her turret just don't work except on flat rooms or locations. Not even then because you have to babysit it. And you can't counter heal the dmg.
Gat.. let him move while using his special and fix his reload. Then I will consider him good and not a shore to play.
Hardtack... does his shotgun even hit except smacking it in their faces?
If the Ninja is really qualified as "All you need" tier then you would not need to switch away from them to let someone else handle it, after all. Much like how Braddock is generally fine stripping down enemy shields despite not being "meant" for that.
