I haven't bought them yet and despite me being interested in Kinzie's gameplay I doubt I'm going to buy the DLCs before I want to replay the entire game.
Reason for that is that I'm done with all missions and there aren't that many unlocks in the game. So at this point I'm only missing some achievements and a few collectibles. I think I'll get a few more hours and for me that doesn't justify the price.
If you buy it now with the basegame it might be worth it but you should view some gameplay and check if the DLC characters look fun to you.
If you're someone who enjoys having a LOT of different characters or if you have a specific character you really want (e.g. Johnny Gat), then maybe you'll like the DLC. For me, personally, I don't care very much about having all those different characters. I mainly play as Johnny Gat anyway. But it really depends on what you like about the game.
P.S. If you buy the characters from Saints Row because you liked Saints Row, you may be disappointed because they're NOT the same characters. For example, the Johnny Gat in this game is a police officer.
Honestly, I feel like this game is worth $36 or whatever the bundle is. Everything you have heard is true. I definitely feel like the game got choked to death by the hero shooter vacuum, though. It's not as bad as everyone claims. The game does some things really well, but like you have heard by now, it does a lot things not that great, and completely drops the ball on other things.
I've got 48 hours in it, which is longer than I played some Arkham games, and I find I like playing it more as I go along, which is kind of the opposite of what some have said. The combat, with regards to mixing and matching characters, as well as gearing them up different ways to a different theme, is the where the most fun is. I'd recommend getting the DLC characters, just so you have the full set, but that works out to the same as the bundle. None of them are my favourite, though I have had fun with Lazarus and Gat.
The skins are personal preference. I really like Oni's skin from Firing Squad. I don't really like any Bombshells skin (and Rama is a halloween skin wtf). Daisy and Braddock are pretty badass in Carnage a Trois. I only really like Daisy's skin in the first Legal Action Pending bunch. I really appreciate Rama's skin from Legal Action Pending two. Purely for aesthetics on those two, not taking into account the comic references. Finally, Oni's skin in Legal Action Pending three is pretty cool, while the Marty McFly skin for Pierce is pretty much his only skin that isn't completely lame.
It's not a terrible game, but it's not really a great game. It's Volition's style of fun, is the best way I could desrcibe it, but they fumbled this one. Also, it's pretty ♥♥♥♥♥♥♥ harsh and I personally can't get a solid 60fps, which really ♥♥♥♥♥♥♥ sucks in a game that looks like this and is all about moment to moment feel.
Personally I think it's completely worth $36, assuming it can give your machine a decent framerate.
