Purchased DLC Skins locked?
what is this? All the skins for lazarus are locked? Cop car skin is locked for Gat pack? Is there some secret to use the items I paid for? Pretty stupid.

Most Skins are earned/found in game. For all characters.
Fastest method is random loot crates on the city map and in lairs.

The costumes from the Costume pack DLCs are unlocked immediately though.
