SR4 was supposed to be the end of the series as we knew it. There are interviews from around the time of it's release saying that SR4 wouldn't be the final SR game but that it would be the last SR game for awhile and that when/if they continued the series it wouldn't include any of the existing characters.
The time travel ending for SR4 was set up so that the future possibilities of the Saints and their adventures could have been basically anything. In other words we'll leave it up to the player's imagination(s) what happens with the Saints as the SR4 ending allowed for limitless possibilities.
Then THQ went under and Volition got purchased by Deep Silver who are known mining franchises to death so it wasn't exactly shocking that Gat Outta Hell happened despite Volition being done with SR after 4. "We own you now, so you're going to make SR games whether you want to or not." is what essentially happened. There's no way Gat Outta Hell happens if THQ hadn't gone under.
But yeah what you say is true because once they were forced to do Gat Outta Hell they came up with another ending for the series and if the endings for SR4 and GOH weren't obvious enough endings for the series things were made even more apparent when the Creative Director of the series left Volition just before Gat Outta Hell shipped.
I'm not especially hurt by it, honestly. I felt like Saint's Row 4 was awsome and the only thing they could do was make it bigger. I don't see a reason why they'd have to continue.
