Frankly, if I had bought the game off of Steam I would have returned it long ago.
That's really strange since both 360 and Xbox One controllers are working fine for us here, and we've gotten confirmation from other players as well. Do you possibly have some kind of controller emulation software running or perhaps some kind of other control peripheral plugged in like a joystick, flight stick, racing wheel, etc?
I found a old forum post about getting controllers working in saints row 3 and you can type joy.cpl in a command prompt and see if there are any other controllers on your computer that AoM might be picking up or if your main controller isn't getting picked up at all.
I've been running other random console port games with controller support and didn't have this problem.
The mouse keyboard controllers are fine though so it isn't a big issue for anything besides driving being slightly harder.
