Can someone please tell me how to get past this part

If I put it mid way im having trouble getting all the way up the ladder

It should cover upper part of the ladder when shockwave hits.

stop it where the shockwave will hit you when you're climbing the ladder, wait for the wave to hit and start it back up. then you just have to go when it'll be in position.

Note that the position you need to be covered at is the same horizontally – halfway up the ladder, and on the platform directly across from it. Stop/start the panel so that it’s at roughly 3 o’clock (platform) or 9 o’ clock (ladder) when the shockwave hits. The panel rotates at the same pace as the shockwave blasts, so if you’re safe on the ladder, you’ll be safe dropping onto the platform.

iirc, if the panel is a) moving and b) in a correct position when a shockwave hits, the music will change to let you know you solved the puzzle.
