If you have system with 2 different GPUs try enabling one or another for this game.
Try windowed mode, add this to launch parameters:
-screen-fullscreen 0
Mine are: i5 6600K 3.5 ghz, 16 gb RAM, GTX 1080, dx 12, driver version 10.18.13.6881, 1920x1080 (60hz)
Desktop Intel i5-4xxx (don't really remember), GTX 980, 1920x1080 (120Hz)
Laptop Intel i5-4200U, Intel HD 4400/Nvidia GT 730M, 1920x1080 (60Hz) on both graphics adapters.
Both have Win10 x64 & latest drivers.
AFAIK game does not use DX12.
I can then proceed to enlarge the small window I get and it works smoothly.

I'll try just forcing it to run at my native resolution (1920x1080) and report back here!

Funnily enough this game works with no problem on my 6 year old laptop! :D But now it works on my new rig too! Hope this helps!
I know some OpenGL games don't start with TVs due to their low refresh rate.
One more way to try is to use DX9 insteand of DX11:
-force-d3d9
Then I installed Batman: Telltale Heart, a much bigger game, to see if it would work, and it did. So, I switched back to Inside and this time there's a display, but now it's a gray screen with sound. The screen is full. I can only get out of the game by doing alt+tab and going to a different program, although if I hit escape, the screen turns dark, presumably because the game is paused. I might be able to hit "exit game" if I knew how many lines to go down.
Drivers updated. Extra monitor connected and disconnected. Deleted and downloaded more than once, both the game and Steam. I could blame my specs if the game had never worked, but it worked just fine before. I also played Limbo on this computer prior to starting Inside. I don't know how to do some of the launch options that people have suggested.
At a loss here.
To get to the launch options, right-click the game in your library and select properties. In the General, section you should see a textfield for the launch options at the very bottom of the window that opens.
