It's just a blank cell that's not going to tell you how many blue cells are adjacent. Find another way to make progress with other clues in the puzzle.

Yes, those cells are normal. They don't appear randomly and are part of the puzzle. :happy_creep:

Are all the puzzles solvable without guessing? The first puzzle I found with a question mark (I think 3-1?) I just couldn't see how I could be expected to know. I solved all the outside parts up to the question marks, and couldn't see how to get the inside.

Yes, or at least they should. Unless I overlooked something in my playthrough.
So, in 3-1. When you've reached the four question marks that part the outside parts from the center, you have 3 hexes remaining, which you need to place in the center. That means that you can remove all yellow fields except the six that surround the 3. After that you have a 1 at the bottom and a 2 at the top. Those give you the three hexes you need.
I recommend this guide if you run into problems, it's explains the levels in great detail.

All puzzles are solvable without guessing. The ? cells are not randomly placed -- they're there to stonewall you until you find a logical way to work around them (usually a diagonal you've filled, or the number of remaining blue cells).

Correct, there's no guessing. All puzzles are logicly solvable.
