Random severe FPS drops in Fullscreen
I'm genuinely confused. Some days I can run the game at full screen to get around 180-190 fps, while other days it just doesn't want to. Fullscreen instead runs at 14 fps.
If Fullscreen can't reach the high fps count, then only windowed at 1280x720 resolution will get back to that fps. Bordered windowed is at a super low fps as well.
Default refresh rate for my monitor is 164.96 Hz. Changing this to a lower Hz does not do anything.
It runs the main menu at 60 fps just fine.

I have tried while in fullscreen:
Running with no background applications
All 4 V-sync options
Running graphics at lowest
Restarting UPlay
Restarting Steam
Lowest Graphical settings combined with lowest Resolution in fullscreen
Different refresh rates.
Different aspect ratios.
Launching from Uplay instead of through steam
Restarting the computer.
Different render scalings.
Setting ForHonor.exe, Steam.exe, and Uplay to high priority in the graphic settings for Windows.
Updated Drivers
Updated Windows
Updated Steam Client
Updated Uplay
Verified integrity of steam cache
Started game in windowed mode and changing to fullscreen while in a match.
Starting the game in fullscreen.
Testing FPS in Training, online, and singleplayer.

None of these fix it. It feels purely random on whether the game runs well or not.
Any help on this beyond redownloading the entire game?

Thanks so much. I went through the start up applications while in the clean boot. As far as I can tell it was some extra Adobe-related background processes. Game now runs at 120 fps in fullscreen with them disabled on startup. Appreciate the assistance
