What's better is situational. Unless you can pin with your deflect, it could be better to just parry if your opponent has HA
I could be wrong about this (apologies in advance if I am, I really should know this) but I'm pretty sure deflect timing is tighter than the parry window for SIDE attacks. This is because your dodges will have iframes and dodging at the very earliest parry timing will just dodge the attack.
However, I think TOP attacks are the same as the parry window, as the dodge itself has no iframes. This makes top attacks easier to deflect than side attacks. Another exception is side undodgeable attacks, which I also think have the same timing as a parry, and as a result undodgeables are also easier to deflect.
Deflecting is often better than parrying. It's usually safer (dodging is safer than parrying, and having a dodge attack available makes the opponent have to guess about 3 options rather than 2), and gives WAY more damage than most heavy parries.
PK in particular gets literally double the damage from a deflect as opposed to a heavy parry (24 vs 12). Not only that, she also gets bleed out of it which makes her offense much scarier. If you're in a 1v1 and you think an opponent is going to throw a blockable heavy through, deflecting is usually the best choice. Another PK specific thing is she has a very short recovery from the deflect itself, and on high recovery moves she can deflect - GB like Berserker, which is neat.
You do need to watch out for characters with hyperarmor followups, as you'll likely trade if you go for a deflect. Usually you'll barely lose the trade, but your opponent will have his offense going as opposed to you being able to attack.
you need to dodge before the attack lands so it's better to look at the weapon rather than the UI indicator since it at times is a bit wonky
Deflect is only viable is you want to inflict bleed on the target to make your heavy finisher unblockable and faster or get a free GB
Other wise a simple dodge side heavy or heavy parry into double light is more viable
