Btw different health pools are not fair in a fighting game as well.
Smash Brothers has increased weight on larger/slower characters so they don't get launched as far as others when at the same damage. And some also have additional defensive properties (superarmor for trading, reflecting projectiles and sometimes even attacks (King K. Rool)).
Brawlhalla has a similar concept called defense, and it varies throughout character speed and signature move speed.
For Honor's heroes have high health pools for one (or more) of the following reasons:
-Slow, limited offense (Shugoki, Raider, Lawbringer, Warlord, Jiang Jun)
-Trading (Any character with hyperarmor)
-Mixup interruption prevention (Centurion charged jab, Warmonger charged slash, almost anything Shugoki does, Berzerker feint mixups)
-Large in stature (Raider, almost every heavy, Highlander)
-Harder to dodge things sometimes due to how hitboxes and camera angles work. Ever play Shugoki and feel like it's harder to see enemy bashes compared to playing a small character like Shaman?)
-Low range (Shugoki, Lawbringer, Berzerker, Jormungandr, Hitokiri)
Making every character similar in health values would change For Honor to a completely different game, where balance only lies in damage values, framedata, combo potential, and mixup potential.
Sure...
