Gear refining?

Taken from our 1.19 Patch Notes:

• Refinable gear are new pieces of gear, not updates on current weapon and armor parts and must be looted.
  
• Refined gear parts has a potential extra crafting level, available only on rare Legendary gear stat bundles. Meaning some Legendary gears can be Refined after they hit their maximum crafting level.
  
• The bonus gained from Refining is different from normal crafting and varies per bundles.
  
• Refining decreases penalties and only increases small bonuses while normal crafting increases all bonuses and penalties at the same time.
  
• Refinable gears have a chance to drop whenever you loot a Legendary gear for a Hero of Reputation 9 or higher. The chances to gain a Refinable gear increases with their reputation level.
  
• Refinable gears do not affect gear score, so the gear score cap is not be affected.
  
• Refined gear is instead displayed as diamonds above gear icon. When a full set of gear is refines (all weapons and all armor pieces), the diamond is displayed in the character overall gear score.

So, until you hit max level on piece of gear, you can't know is it refinable?

I've never come across a piece I couldn't refine, but that was on a rep 40.

The pieces you get is level 27-28, or actually 30?

Never got a 30, always had to upgrade a few times.

After you get it to max. The upgrade option turns into refine option.

So to make sure I understand:
-- Existing gear cannot be refined, so we'll need new sets.
-- Gear that can be refined drops when a character is Level 9 or above
-- Not all gear can be refined, but we only learn that a piece of gear can be refined aftre upgrading it to Level 30, at which point it becomes a refine button

Given that there's a steel cost to upgrading pieces of gear, I'm kinda leery since it seems like it'd be super easy to level up a piece of gear hoping to get something refinable only to have it be just another basic level 30 piece.

Negative, you can tell (just noticed, because almost all the gear that drops for me is refinable).

One has a green diamond, in the box surrounding the level, the other has no diamond.

Once refined the green diamond is replaced with a yellow one.

The refinable gear are indicated by a TINY dot on top of their gear number.
Once fully upgraded, you can refine it.

Okay, good. Because I'd hate to sink in a few thousand steel just to find out I can't refine that gear. :)

Hold on, I thought we were going to get a way of taking the look of old gear and put in on new gear.

For example I'm getting the event gear for Peacekeeper and she's rep 1-2 as of now, when the event is over and I decide to level her up to 7-9, the event gear will still be Grey/Blue.
I thought they stated that we should old on to low rep gear so we can take a grey gear items look and put it on a legendary stat gear piece.

It just sounds like your're screwed either way with this, as you HAVE to get the gear with refinable stats. What if they never drop?
