If you watch closely Raider gets super armor from standing up just when the pinn hits. If he would be on the floor the pinn wouldn't work, but as you can see pinn hits giving me a fully charged jab.
It might be hard to pull off since it has to be timed right but It is guaranteed if the timing is right.
The TL;DR of what I wrote is this: hyper-armor glow during any part of a knockdown/standing-up animation=100% guaranteed hit, which happened in the video. I'm also pretty sure parryable unblockable attacks have a very tiny extra amount of time to land after the hyper-armor part of the animation ends (e.g. Raider's forward throw into unblockable is one that always hits).

I fixed an error in the title. I didn't mean overall best oos punish, but his best. Hope this makes it easier to understand.
However, as was pointed out above, I think the "real" maximum OOS punish for Centurion would be the throw > kick > unblockable heavy > pin > charged jab > knockdown > unlocked run-up-and-zone, which should throw down 80 damage (compared to 65 for the Eagle's Talons route).
Edit: Depending on positioning and spacing, you might be able to get even more: Up to 105 damage. But that would be very situational and probably shouldn't count.
Wow talk about being delusional. Cent mains. You can tell a nerf is coming when half the people are playing Cent now.
It's also not any better than Centurion's wall-throw punish, which he already gets off most GBs. Let's be honest, if you're a Centurion, you're probably trying to fight near a wall as much as possible. So it doesn't even really matter if your opponent is OOS or not, if you get a GB, here comes 65 (or 80) damage. If you want to whine about something, whine about his GB / light parry punish (which I still don't have a problem with but whatever, not the point) that he can do any time, not his same-damage OOS punish that everyone should be able to come close to in the first place.
Personally, I think all characters should have major OOS punishes. I think 50+ should be a minimum for OOS punish abilities, and I want more stamina-draining offensive opportunities so that people have an incentive to actually wear down their opponent's defense and then capitalize rather than just sit around and gaze longingly into each other's eyes for five minutes.
