Im on the bottom of ladder, the enemy on top of the ladder slides down,
The upwards punch i can do never seems to counter them

i had this picture in y head of a WWE ladder match with shugoki and raider picking up ladders and beating each others heads in xD

but yea the punch is either really well timed or just undoable xd

Its a timing thing, the punch has a longer reach then the slide, so if you time it just right, you'll hit them before they hit you and cause them to fall off, but if you try to punch someone who JUST got on the ladder, they'll have enough frames of hyper armor to knock you off before they themselves can be knocked off.
