Shugoki lights.

Orochi riptide strike.

Pretty sure Vortiger's full guard and Warden's back dodge shoulderbash both work as well.

How do I counter nuxia without a specific hero?

Don't go for attacks she's just gonna interrupt them with her light spam. Instead turtle and try to parry the light spam.

As soon it's gonna do it's cancerous trap just spam light. Otherwise be lucky to parry some of her neutral 400ms lights. Having HA greatly increases your chances to win. But it's an easy hero to counter once you get better at parrying.
