Anyways, as shaolin you basically have no offense from neutral unless your opponent is stupid and doesnt want to block top. Basically what you want to do is :
Often try to interrupt the opponent's attacks using the top light. Your light attacks have great range, specially side lights, so make use of it for interrupting. ( Your top light is faster and unreactable differently than the side lights )
Unless the third light will kill the opponent, never do the triple side light. Instead do 2 lights and then flow into QI stance.
QI stance is basically this : you think they wont dodge? Do a kick. Do you think they will dodge? Do a side heavy or wait until they dodge, and then kick. The later is safer, but deals less damage.
Its not efficient but you can try using the 400ms QI top light, which deals stun. You can try your luck with a side light afterwards and if it lands, flow back into qi stance
Remember you have 400ms chained lights, so every time you land a GB / light parry, do a heavy, then do the 400ms light attack, then flow into QI stance
this is pretty much the basic which carries you through your dreams at low levels
As you are low level perhaps you can try sometimes feinting heavies into top light or just doing some random side lights or top lights at times.
For neutral: play him like you would an Orochi, mixing feints, lights and GBs so that you can throw heavies a bit more safely. You can then hold that heavy input to enter Qi right away, or chain to a 400ms held light for a bit of extra damage before entering Qi. Or you can back step light into Qi.
(Or you can use the snowball emote if you have one, I've seen people actually trying to dodge my snowballs, it makes for some good laughs xD)
I've written a beginner's guide for Shaolin over here, you can check it for more details on his neutral game and Qi mixups, as well as feats and preferable playstyle in 4v4:

You can light spam but not in the normal delayed combo lights way.
You have a neutral top light at 400 ms. You will use that alot against assassins.
If your side light goes through guard you can do 2 things. Follow up with 1 light into Qi stance or 2 lights which doesn't allow you to enter Qi stance but brings the damage up to 22 i believe.
You have a deflect that can go into Qi stance.
Now onto his Qi stance:
Your undodgeable dodge heavy attacks from Qi stance are feintable. Meaning you will be playing mind games with your enemy if you'll feint it into gb, light. Most people expect a top light feint but i'd recommend a feint into left side light.
You might even be able to do a feint into top heavy feint depending on the enemy, not here to judge what you do.
Also your light attacks from Qi stance have crushing counter properties so use them to counter attacks.
Everyone knows of the kick and how it guarantees a top light so yeah obviously there's that. But he also has his kick sweep that does nothing...So don't use it.
His light animations are the most subtle i've seen since launch so that means you have the best lights on top of the 400 ms neutral top light.
Your character is all about being a pest. So do it.
After getting your enemy used to you kicking or undodgeable dodge heavies throw a top light from Qi stance. It might catch them off guard.
Have fun playing the Wu ♥♥♥♥ You and be the best Monk-ey that you can until you become Sun Wukong
I said he was a pest cause he is. Like the rest of the Wu ♥♥♥♥ You. They're all pests there to annoy you.
It's not a dodge heavy, you can just light Shaolin out of his undodgable heavy.
Also kick sweep guarantee 2 light to Qi Stance.
