when to open packs?
I just reached rep 3 on one of my characters, should I open packs for him now or is it better to wait until I reach higher reps to get legendary stuff?

Legendary tier tiems (light blue quality color) can be obtainable at rep 7, so opening crates can be viable at rep 7 and above.

best would to be at rep 12
but i usually do it at rep 8 if i am unpatient.

what is the chance for getting a legendary item if I open boxes now? or is it impossible to get any at rep 3?

I believe it is impossible to get legendary tier items at rep 3, since the minimum requirement of legendary tier items is at rep 7.

best time to open crates is rep 8. guaranteed legendary gear.
you don't need to worry about refining your gear since it only provides incredibly small boosts and is really not worth it.
