Effects for all heroes?

Hi Guys,
I'm planning to invest my hard earned steel into an execution-effect and I was wondering:
if I buy an effect will all my heroes have access to it, or only the one in whose menu I "buyed" the effect?

I also wanted to recruit another hero on which I'd like to equip the effect, too.
So can I buy the effect just now and use it with the standard hero until I recruit the other, or should I unlock my hero of choice first?

If you buy an effect/outfit it's exclusively for that hero. Goes without saying but it's the same for executions.
