Kensei
Shinobi
Nobushi
The placement for the others can be argued but personally I'd say:
Shugoki
Aramusha
Orochi
The reason you keep seeing aramushas and orochis is because their fashion and style attracts many players, not because they are actually viable.
And he can not teleport, unless there is lag involved, in which case every hero in the game can teleport.
Of the entire Samurai roster, Kensei is the strongest (both in duels and dominions).
After that, I would probably say it's a toss-up between Shinobi and Nobushi (I like Nobushi, personally). After those two, it probably goes Orochi > Aramusha > Shugoki for duels, and Shugoki > Aramusha > Orochi for Dominion.
