Go to "Customize" then to "Scavenge gear"

Should be a little chest icon next to whatever kind of chest you got. You can also buy chests for steel.

You should only unlock them after you reach 8-10 rep on a hero.

Yes.

Would only recommend opening the crates when you are a high reputation (Around 7 - 9)
